Overview
Guardian Security keeps a 2,400-page file on Brother Cain. It records an estimated ยข4.2 billion in destroyed infrastructure and zero civilian casualties. Guardian has therefore moved from murder charges to property-destruction statutes. The distinction has not improved anyone's mood.
Cain is twenty-nine, fully unaugmented, and responsible for fourteen confirmed attacks on fragment infrastructure since 2181. His operational name is the only name most of the Sprawl knows. His own cell calls him The Mercy.
Every operation follows four acts: warn, attempt to disable, destroy, grieve. The first three make Cain effective. The fourth keeps him dangerous to the Substrate Purifiers who employ him. A man who mourns the machine may eventually notice the people who needed it.
The Sector 12 Relay
Cain posted bilingual evacuation notices on all seventeen entrances twelve hours before the Sector 12 relay operation. Each notice carried a building diagram, highlighted exits, and a countdown. Sister Vera Kost has asked him to stop apologizing. He has not stopped.
He spent six hours trying analog signal disruption. Fourteen attempts failed against the Nexus-designed rerouting system. Cain recorded each failure by hand and submitted the log with his demolition request. Kost approved it in four minutes.
Three analog charges brought the relay inward. Adjacent structures took cosmetic damage. Two hundred thousand people lost fragment communication for three weeks. Nobody died.
Cain returned at dawn, knelt in the rubble, and prayed for eleven minutes. His cell leader timed him. She found the prayer unsettling and left that judgment out of the operational report.
Across all fourteen attacks, the grief has lasted between eight and fourteen minutes. The duration is increasing.
Background
Cain grew up in a Flatline Purist commune in the Wastes. His mother taught at one of Mother Chen Wei-Lin's Analog Schools. His father kept the water system running with pre-ORACLE tools and stubbornness. Cain inherited books, mechanic's hands, and the belief that a human body was sufficient.
He left at twenty after the School Burnings killed forty-seven children in Mother Sarah Venn's network. His own commune had survived. Its answer was prayer and grief. Cain did both, then walked to the Sprawl and found Kost.
Kost expected the Four Mercies to make him hesitant. The warnings instead taught him evacuation patterns. Failed disablement taught him infrastructure. Grief stopped success from becoming celebration. In three years he became her most effective operative and her most troubling one. The same sentence appears in separate sections of his personnel file.
The Analog Weapon
Nexus classifies Cain BCP-5: "uncooperative baseline, presumed severe." The designation assumes diminished operational capacity. Fourteen successful attacks have not changed it.
Predictive security looks for machine-tempo threats, digital signatures, and network coordination. Cain walks. He studies paper plans. He wires charges by touch. His pauses look like inefficiency to systems trained on speed, so the systems keep scanning past him for something faster.
His attacks create inconvenience instead of terror. Three weeks without fragment communication forces people to borrow radios, ask neighbors, and remember routes. Some discover they can function without the system. Others lose work, care, and contact they never agreed to risk. Cain counts both outcomes and calls neither clean.

His half-sister left the commune and received augmentation after cascade-induced psychosis. Park's treatment saved her. Cain visits once a month in Sector 9 wearing a borrowed jacket. She does not know what he does. He asks how she feels with the diction of a man afraid of a favorable answer.
The clinic remains standing.
The Hum and Parish Prime
Cain keeps a handwritten list of destroyed fragments in his left pocket. Beside each entry he records what its electromagnetic signature sounded like through his instruments. He calls them voices. Wei-Lin's philosophy occupies the same pocket. The paper is getting crowded.
He has also begun hearing a low resonance near fragment infrastructure. Published studies say an unaugmented nervous system cannot perceive emissions below 40 Hz. The hum stops after demolition. Lately it waits for the fourth-mercy prayer to finish.
Compiler Yves Moreau's Parish Prime is Cain's next target. Moreau's followers find genuine comfort in the fragment Cain intends to destroy. A warning would give them time to save it. Skipping the warning would preserve the mission and end the doctrine that made Cain different from Kost.
He is still writing the notice.
Appearance
Cain wears dusty, unbranded clothing made in the commune. The rough weave sits against skin that has never known synthetic fiber. Plastique and machine oil mark his hands. Dust and sage remain in the fabric nine years after home.
His body carries no chrome. He can cover sixty kilometers on foot in a day, work a detonator by touch in darkness, and remain awake for three. Security systems read the absence of augmentation as absence of capacity. Cain has built a career inside that error.

Cain has never climbed The Mountain. He fears The Keeper would understand him completely and make the next charge impossible. Judge Dreg met him once in the Dregs, asked whether a building had been evacuated, registered no lie, and let him pass.
The Peace Dividend left Cain with a theological question after HARMONIZER reduced Berlin's population to resolve its resource conflict: if God optimizes, does God also cull? Graves did not answer. The fourth letter stopped asking.

His sister may learn who has delayed the attack on her clinic. Kost may decide troubling has finally outweighed effective. Moreau may receive a warning. The hum may be neurological, mechanical, or an answer.
Cain is running out of the capacity to grieve. He knows what Purifiers become when they stop.
