How It Works

The Mandate is not a law. No council passed it. It is the slow accumulation of reasonable HR decisions, the way these things always arrive. The Inversion

The natural-born poor have the opposite problem, which is to say they have no problem at all except the one the Mandate invents for them.

A noodle cook who cries with a stranger over a death neither can prevent would score 98th percentile on the ECB. She will never sit it. The battery costs a week's wages, the certificate expires annually, and no employer in her sector requires one โ€” because roles are not hired for warmth. Her surplus is real, abundant, and legally invisible. This is the warmth tax's cruelest turn. The premium for human connection was always paid to the people who could afford to be present. The Mandate goes further: it makes the people with the most warmth unable to sell it, and the people with the least able to buy it, and calls the resulting market a measure of care.

The Extreme: Warmth Grown to Order

The Mandate runs an expensive two-step. It strips warmth out of a person โ€” by NeuralSure in the womb โ€” names the deficit, and sells the warmth back at a counter. The whole apparatus still requires a human to extract from and a human to sell to.

Helix's are where the apparatus stops needing humans at all. The Mandate asks whether a capacity becomes less real when it cannot be certified โ€” and whether certifying it was ever about the capacity. It is the turned inward: the proof that optimization does not only add, that the designed carry a deficit their parents purchased as an upgrade, and that the corporation profits twice โ€” once for the screening, once for the cure. The Fitness to Co-Author

The Mandate began by pricing warmth. Its second territory is parenthood itself, and the logic ports without a seam.

The Axis Runs Both Directions

The Mandate scores warmth upward. It was built on the assumption that this is the only direction the score could ever be worth money in โ€” that an employer wanting warmth is the whole market, and that the certified-high candidate is the one who gets hired.

Nobody planned the pair, and does not own the second one. But the the Mandate rendered legally invisible could sell nothing in either market โ€” she has never had the certificate that makes her warmth billable, and she could not pass a grading that requires it not to show.
