In both cases the documentation was genuine and the outcome was catastrophe, because documentation is not judgment. What the witness economy preserves — what Last Call's ledger at the Dam Approach preserves, what Needle's eleven years of pattern recognition preserve — is the human faculty PHARMA structurally lacked: the ability to recognize when a compound, or a crossing, or a claim is doing something the numbers do not capture.

Dr. Tzu Yu is the answer the Sprawl already arrived at. She provides medicine outside corporate systems with clinical judgment — the intuition to know when a compound's structural-similarity score is lying. She is, in the narrative's own words, what PHARMA was supposed to be, with the wisdom to know when to stop. That wisdom is the Truth Premium's irreducible core. It cannot be certified, cannot be scaled, cannot be flooded, and cannot be filed. It can only be carried by a specific human being who is there and who is watching. PHARMA had the data and no watcher. The witness economy is the Sprawl's memory of what that cost.
