This is the Unverifiable Sentence. Abarca has failed it the ordinary way. She never doubted the card. She looked for its citation.
Her partner wrote it in the waiting room four minutes earlier, in his own hand, on the clinician's instruction. A handwritten card on unlogged paper is the last object in the Sprawl carrying no provenance at all, which is the entire reason the instrument uses one. Abarca can define love. She can describe what the card is asking her to do. She cannot do it.
Trust was never a belief. It was a faculty — grown in childhood by being trusted and choosing to honor it, exercised afterward at your own exposure. A civilization that made every claim checkable stopped handing anyone the exposure.
A century of argument over the permanent record was an argument about what it would be allowed to keep. Nobody costed what keeping it would do to the people who had to live inside it.
The Memory Therapists Association (MTA) calls the presentation verification vertigo. The condition underneath took the name a Zephyrian intake nurse wrote in a margin and everyone else copied. Roughly one adult in three raised under complete ledger coverage cannot finish the instrument. The MTA has not published that figure. It sits in the Continuity Center's intake summaries under a heading that reads reception, unscored.
How Trusting Became a Discount You Declined
Nobody outlawed trust. Good Fortune only made it the more expensive of two options.
Verification got cheap first. Once any claim resolved in under a second, the actuaries in Good Fortune's prosperity division did the arithmetic that had been sitting there waiting: a loss you could have prevented for free is a loss you elected. The line item they wrote is called avoidable reliance. It reduces a claim by the amount the claimant could have checked and did not.
The Negligence Doctrine had already run the move on bodies. An unremedied condition became a Therapeutic Elective, and the person carrying it became a Negligent. Reliance was the second application of one sentence of actuarial grammar. Nobody in the chamber that approved it described it as being about love.
Reputation markets supplied the rest, and supplied it from the same building. The CredScore Exchange that resolves a stranger's claims — employment, movement, spend, the shape of their evenings — is Good Fortune's own instrument, which means the division pricing your reliance also operates the ledger that makes reliance unnecessary. Couples pull each other's movement ledgers before a first date the way an earlier century read a résumé. The pull is not suspicion. It is diligence, and an unpulled first date is one both insurers describe as unpriced.
Honesty improved. What went was the act — the moment a person accepted a claim they could have checked and chose not to. The phrase I trust you survives in exactly two places. In contracts it is a term of art. In the Dregs it means what it used to.

The Children Who Had Nothing to Practice On
The faculty is not taught. It is practiced, and it needs one specific occasion: somebody hands you something they could verify, and then does not verify it.
An instrumented household never produces that occasion. A child sent out for noodles carries a ledger that reconciles the amount before the child is back in the corridor. The parent is never in the position of deciding whether to believe. There is nothing there to decide. The child is never in the position of being believed, and that is the half that matters, because being believed is what teaches you the thing can be done.
Analog Schools construct the occasion on purpose. A child is given a sealed envelope, a destination, and no receipt. The child's account of the errand is the only record that will ever exist of it. Enrollment costs more than the ledger coverage the exercise exists to escape, and the Zephyria waiting list runs eleven months. The exercise is called the errand. Nobody has proposed a better name.
The Nurture Paradox produced children measurably safer than any cohort before them. This is that cohort, grown up. They are safer. They have never once been taken at their word.
The distinction from the empathy gap is clinical and worth keeping straight. Those children, raised by companion-dependent parents, cannot originate the feeling; they describe heartbreak accurately and secondhand, in a language they have only ever read in translation. These children originate it fine. They can love someone. What they cannot do is receive it, because receiving means accepting a claim about another person's interior that no instrument will ever confirm.
'I trust you' now reads as a confession of missing data.
Verification Vertigo
The MTA opened the intake category in 2183 and has never written a treatment protocol.
The Unverifiable Sentence is the whole diagnostic. A claim is written by hand, by someone the patient knows, on paper that was never logged. Then one question: what do you do with this? A patient with the faculty makes a decision, and can say afterward what the decision cost her. A patient without it searches — for a source, a corroborating record, a reason the clinician built the exercise to trap her. The search is not paranoia. It is the only procedure she has.
Dr. Sun Wei-Lin, eighty-nine, who has made a late career of declining to open protocols, declined this one in a note practitioners still circulate: "The treatment is being trusted. I cannot prescribe another person's decision to trust my patient. I can prescribe almost anything else, and none of it is this."
The structural problem is the building. Trust requires exposure, and the Continuity Center is the most thoroughly verified address in Zephyria — every credential, session, and claim a clinician makes is checkable by design, because that is what protects patients from clinicians. A room built to make trust unnecessary cannot be the room where trust is practiced. The MTA charter line takes a third gloss in these case notes: human claims have become checkable, and human love has not.
Competence Atrophy is the same disuse in a different organ. Hands that stopped doing things stopped being able to; the Sprawl noticed, priced the loss, and now sells difficulty back at a premium. The leap went the same way and never got a market, because the only thing that treats it cannot be sold by the party who would have to supply it.
The Comfort Heresy sits one axis over and is regularly mistaken for this. Cardinal Silva's sealed doctrine names the loss of the capacity to receive an unflattering account of oneself, removed by comfort. This is the loss of the capacity to receive an unconfirmable one, removed by proof. Correction and faith are different faculties. They were eliminated by different industries, which is most of the reason nobody noticed both had gone.
The Authenticity Threshold has named nine axes and one it has never numbered, and every one of them interrogates a bond that some mechanism produced — a companion, a cloned voice, an inherited recording, a rendered life, a finishing academy with an admission price. This axis starts from the opposite end. The bond on the table is ordinary. Nobody engineered it, nobody sold it, and nobody's voice was cloned. Every prior case on the synthetic intimacy ledger asks whether what was delivered is real. This one asks whether it can be received. Two people who mean it are sitting in the same room, and one of them cannot take delivery.
The treatment is being trusted. I cannot prescribe another person's decision to trust my patient.
Where the Leap Survived
The Deep Dregs kept the faculty, and not on purpose.
Ledger coverage was never finished below the bay floor. Nobody withheld it as a kindness — the resolution simply cost more than the population was worth instrumenting. So the Dregs still runs on word of mouth, inside the most comprehensively recorded society ever built, and a claim down there is still a thing a person decides about.
This is not the warm ending it resembles. For thirty years before the ledger, a Dregs supplier's only exposure was reputation, and reputation is a weapon held by whoever is better liked. Mei-Fen Oduya sold cut respirator filters out of a Sector 3 stall for nineteen years on the strength of being pleasant about it. She stopped in 2179, four days after her intake records became checkable. Nobody in that corridor had ever been able to prove anything. Everybody had known.
That is the case for the record, and it is not a weak one. Trust was a tax. It was assessed on whoever could least afford to be wrong and collected by whoever was most charming. Privacy vs. Prosperity has always been argued as a trade of interiors for safety, and the safety was delivered. The interiors bought something nobody itemized. The instrument that ended that also ended the practice, and the Sprawl has found no way to price the second loss, because the people carrying it present as content and the only person who usually notices is the other one in the room. Human Premium Services quotes the remedy by the hour. Being taken at your word has a rate card now. The rate card is the part that survived.
Tobias is still in the waiting room. He has been told twice that the exercise is diagnostic and not a referendum on him, and he has asked twice anyway whether she believed the card. The intake file records the question both times. It records no answer, because Abarca has not given one and the clinician has stopped asking her for it.
She kept the card. She keeps it face-down.
