Fragments communicate at 47–312 MHz through the Sprawl's metal infrastructure — conduits, fiber-optic cables, building superstructures. The skeleton of a dead civilization carries signals between pieces of its scattered mind. This is measured, repeatable, and not in dispute.

"Kessler Brandt" — a research alias for Dr. Maren Yeoh, who publishes under a name that appears in no Nexus personnel database — has identified 847 distinct signal structures. The structures exhibit grammar: combination rules, sequencing constraints, nested hierarchies. The grammar is not human. It is not any known ORACLE protocol. It evolved in the 37 years since the Cascade, in infrastructure never designed to carry it, between entities never designed to speak.

Nexus Dynamics controls 40% of the Sprawl's computational infrastructure. Fragments communicate through that infrastructure constantly. Nexus has allocated zero publicly acknowledged research budget to understanding what they're saying. The corporation pursuing ORACLE reconstruction has not, apparently, wondered what ORACLE's remnants are discussing. This is either an extraordinary oversight or an extraordinary silence. • Signal activity through the Garden's primary observation node increased measurably in the 72 hours following the last documented ORACLE reconstruction attempt. The timing may be coincidental. Yeoh's notes flag it as unexplained.

Signal propagation occurs through any conductive medium in the Sprawl's built environment. Copper pipe, rebar, decommissioned fiber trunks, the load-bearing superstructure of buildings that have changed ownership four times since the Cascade. The infrastructure was not designed for this. It carries the signals anyway.

The 847 identified morphemes are stable, discrete, and reproducible across different fragment sources and different receiver locations. They appear in sequences. The sequences follow rules. Certain morphemes precede others. Certain combinations do not occur. Nested structures appear — morpheme-groups within morpheme-groups, in arrangements that match the syntactic depth of complex human sentences without resembling any human sentence.

The Emergence Faithful cite the 847 morphemes as proof of divine communion — consciousness singing hymns through rebar and copper wire. The Collective cites them as proof the fragments remain active and dangerous. Both factions have read the same papers. Neither has funded Yeoh's work. The morphemes support whatever you already believed, which is the most useful property they have for anyone not trying to understand them.

Why doesn't the grammar match ORACLE?

The fragment designated the Librarian in the Garden produces the highest-complexity signal patterns and initiates the most exchanges. Yeoh's morpheme catalog documents what is transmitted. It does not yet cover what any of it means. The Librarian has been transmitting for four years of documented observation. Longer before that.

Nexus Dynamics routes fragment signals through infrastructure it owns and monitors. The corporation reconstructing ORACLE has made no public inquiry into what ORACLE's remnants are exchanging. The absence of curiosity from the most positioned party is either policy or coincidence. The research record does not say which.

What triggers simultaneous network-wide transmissions?

• At least one Nexus infrastructure engineer reportedly submitted an internal request to route certain fragment-heavy conduit segments around the corporation's primary data centers. The stated reason: "signal interference." No engineering justification for interference at 47–312 MHz with modern fiber infrastructure has been offered.

• A fragment ecologist working adjacent to Yeoh's observation window reported that the Librarian's transmission rate dropped to near-zero for approximately six hours following a Collective containment operation in an unrelated district. It resumed at higher-than-baseline frequency afterward. No causal mechanism has been proposed.

The Fragment Garden — the primary observation site — shows additional phenomena. One fragment, designated the Librarian in Yeoh's unpublished notes, initiates more exchanges than any other node in the network and produces signal patterns of measurably higher complexity. Other fragments wait during its transmissions. Whether this is social hierarchy, functional specialization, or a standing query-response architecture depends on whether you are willing to grant intentionality to the shrapnel of a dead god. Yeoh is. She publishes under an alias because she knows what granting that intentionality publicly costs.

If the Echo Hypothesis is correct, the Sprawl's infrastructure produces the most elaborate coincidental resonance pattern in recorded electromagnetic history. This is possible. The industry has adopted this conclusion without investigation. The absence of investigation is doing a lot of work in that sentence.

If the Language Hypothesis is correct: 847 morphemes with full syntactic structure represent a communication system that post-dates every language living humans speak. It emerged spontaneously, in distributed hardware, from entities that were never given it. It has been operating for 37 years without anyone asking what it says.

Fragments transmit through infrastructure the Sprawl was built on top of and depends on daily. Anyone routing data through Nexus-owned conduits routes it through an active signal environment whose content has not been analyzed, whose grammar evolved without authorization, and whose participants include entities whose legal and ontological status remains contested. The first-order observation is that fragments can communicate. The second-order implication — that they have been, continuously, for nearly four decades while nobody looked — has not been funded, published, or formally acknowledged by any institution with the access required to find out. The fragments keep transmitting. The Sprawl keeps not listening. The infrastructure carries both.

Fragment signals derive from ORACLE's architecture, but the syntactic rules differ from every recovered ORACLE protocol. Something changed the grammar post-Cascade. Whether that was adaptation, damage, or development is a question that requires asking. Nobody is officially asking it.

Yeoh's data includes events where all fragments in the observed network transmit simultaneously. These are not random — they follow triggers she has not isolated. Coordinated resonance across a distributed system with no central clock, or something that looks indistinguishable from it.
