The Abatement Office
Conserved Stimulus Relocation Trade
Both columns, one page
The certificate is one line of arithmetic and it balances. That is the complaint.
The Survey
The survey
An officer inventories a district's relocatable emitters.
The inventory sets how far the district's published Load can fall.
The relocation
Officers move the emitters to the receiving district named in a Mandate Notice.
One district's figure falls by exactly what another's rises.
Officers hold a survey certificate. They inventory relocatable emitters and move them under a Mandate Notice. The Custodian Corps issues the notice and picks the receiving district. It does not state its basis. The officers have no standing to ask.
The Office has twice petitioned for survey authority over tithe-delivery points. It was refused both times.
Overview
Officer Rhoda Tenn stands on a street with a school on it. She counts four hoardings, two stanchion arrays and one retail injection node, and writes them on a clipboard. By next season they will be gone. The street's figure will fall.
The Abatement Office lowers the Saturation Load that a district publishes. The brass plate on its door promises: MEASURABLE RELIEF WITHIN THE QUARTER.
It delivers. What it cannot do is lower the total. The Attention Tithe fixes the daily hours by statute, and the emitters have to stand somewhere.

The Certificate
Every certificate is one page:
Issuing district: Load reduced by 0.6. Receiving district: Load increased by 0.6. Emitters relocated: 4 hoardings, 2 arrays, 1 node. Appeal: Available.
Both columns are printed. Nothing is hidden. The arithmetic balances every time.
The Balance
Tenn has signed certificates for nineteen years. She is the most requested surveyor in Old Town, because her reductions hold. She will argue for the work at length. The children on the school street breathe easier now.
She also keeps a private ledger in a drawer. One line per certificate: district out, district in, figure moved. The column sums to zero. It has to. She calls it the balance. She has shown it to no one.
Receiving
A district that lowers its Load puts the fact in its tenancy adverts. No district advertises receiving. The certificate arrives by post.
The Stacks have been the receiving district three times in eleven years. They have filed no appeal. Vidal Ancheta asked for copies of all three. The Office sent them promptly. He can quote both columns. He says the officers did nothing wrong.
Guardian licenses the survey data, because a district's Load trajectory predicts next year's household cover premiums. It is the Office's largest non-district revenue line. Officers dislike comparisons with the Mystery Clubs, which switch the load off for one paying member and move nothing. The Optimization Paradox fits the trade exactly: every figure it is measured on improves. No certificate rule mentions class. The destinations still follow who can afford to litigate, and AI Haves and Have-Nots arrives by post.

The figure the whole profession exists to move. Before the Load was published there was no measurable quantity to sell a reduction in, and no trade.
The seasonal stimulus figure pinned at every stair head, and the sealed forecast of how many neighbours it will kill.

The statutory floor that makes abatement conserved. An officer may relocate a hoarding and may not touch a tithe hour, so no survey has ever recommended a reduction in the total.
Mandatory 4.2 hours of daily neural advertising โ consciousness made affordable by taxing the capacity to notice.

Issues the Mandate Notice that authorises a relocation, without stating its basis. The Office executes; it does not select the receiving district and cannot see why one was named.
The institution that holds the Sprawl's most accurate sealed models and issues Mandate Notices without explanation.

Named as receiving district on three certificates in eleven years, including the one covering Landing Nine. The Stacks have never filed against a certificate.
A vertical slum five buildings deep, 90,000 living on foundations certified for 12,000 and never resurveyed.

Has read all three certificates naming his landing, can quote both columns, and says the officers did nothing wrong.
A stair marshal who killed a stranger at evening peak and has asked four times to be charged.

Buys the survey data. A district's Load trajectory is the single best predictor of next year's household cover premiums.
The megacorporation that manufactures the threat it sells protection from.

The other way to lower a load: switch it off by the hour for one paying member, and move nothing at all.
Shielded gatherings where wealthy Sprawl residents pay per session to suppress their AI and simply wonder.

Every figure the trade is measured on improves. The quantity it conserves is a forecast count of the dead.
Every metric improves while everything nobody measured quietly dies โ success as the purest failure mode.

A neutral procedure whose destinations track the tiers, because the criterion is litigability and that is bought.
The point at which effort stopped being able to close the gap that compounding opens.

The trade that proves the thread's hardest claim: an industry optimising the distribution of a homicide rate rather than its prevention, because prevention is statutorily unavailable.
Killings are forecast by district each season, so a killer inside the band gets a notice instead of a trial.

A hundred and fifty metres uphill, in the same honest arithmetic.
The licensed trade that wins appeals by proving a chair was empty and never learns what a case was about.
