Overview

Tobias Mercer was seven years old when the Cascade killed 2.1 billion people, including both his parents. He survived because an NCC parish in the Cathedral District maintained hardened shelter infrastructure from the pre-Cascade era — physical bunkers that did not depend on the networked systems ORACLE's death disabled. The parish fed him. The parish educated him. The parish gave him structure when everything outside the walls was chaos.

He has spent every day since repaying that debt. The debt has not decreased.

Spiritual belonging, structural identity, and the comfort of mediated faith — all delivered through a corporate hierarchy with a thousand-year operating history. Appearance

The Two Phases

Mercer's operational file distinguishes between two enforcement modes, annotated internally as Phase 1 and Phase 2.

Phase 1 is the corporate charter. Formal tribunals. Measured sentences. Subjects are addressed as "the subject." Every conversation feels like a deposition because it is one. He does not raise his voice. He does not use contractions. He structures sentences like legal filings and delivers them with the warmth of a sentencing document.

Phase 1 is a cage Mercer built for something older.

The Mortification graft connects his emotional state to his body through augmented neural pathways. When Phase 1 holds, the alloy sits quiet.
